Notices showing the boundary of the study area and advising that an investigation was to be carried out were published in the Victoria Government Gazette, and in local and other Victorian newspapers in May 1978.  A descriptive report was published in August 1980.  The Council received 155 submissions on the future use of public land from individuals, associations, companies, and local and state government bodies.  After considering these submissions and having visited the study area, the Council formulated its proposed recommendations, which were published in October 1981.  The Council received 80 submissions commenting on these proposals.  The Council published its final recommendations in April 1982.

The Ballarat area had one of the lowest proportions of public land in a study area (9%) and the recommended parks and reserves outcome was also relatively low (19%) as a proportion of public land.  The first of several research studies into the economics of using private land for pine plantation establishment rather than public land was undertaken during the Ballarat investigation.

Parts of the Ballarat Area were included in the Historic Places South Western Area Special Investigation (1995-1997), the Box-Ironbark Forests and Woodlands Investigation (1995-2001) and the Central West Investigation (2017-19)
