Overview

Notices showing the boundary of the study area and advising that an investigation was to be carried out were published in June 1971.  A descriptive report was published in December 1972. The Council received 119 submissions on the future use of public land from individuals, associations, companies, and local and State government bodies. After considering those submissions, and visiting the area, the Council formulated proposed recommendations, which were published in June 1973.  A further 58 submissions commenting on the proposals were received. The final recommendations were published in October 1973.

Conflicts between hunting and conservation interests in significant wetlands were a feature of this investigation. Public land between the Gippsland Lakes and the Ninety Mile Beach was recommended as the Gippsland Lakes Coastal Reserve to accommodate both protection of biodiversity and recreation, including hunting. Holey Plains was the first state park to be recommended by the LCC.
